Council Minutes of November 26, 2002

 

Mayor King called the meeting to order at 7:30 p.m.  Roll Call showed present Councilpersons Babbage, Bowdell, Burtka, Rossman, Tertzag, Tucci and Mayor King.  Also present was City Attorney Kruse and City Administrator Welch.

Resolved, that the request to revise and resubmit the TEA-21 Grant Application to the Michigan Department of Transportation by approved.

Resolved, that the 1999-2002 Labor Agreement between the City of Allen Park and Local 1410 of International Association of Firefighters be approved and the Mayor and City Clerk be authorized to sign such agreement.

Resolved, that the Council concur with the City Administrator and submit a press release regarding the loss of State Shared Revenue.

Whereas, the Governor and legislative leadership of the State of Michigan are making decisions on spending reduction plans that will cut revenue sharing to Michigan communities, and

Whereas, local governments are receiving $120 million (approximately 13%) less than they are entitled to, and with the state’s $500 million shortfall for the fiscal year 2003, chances are very great that more revenue sharing cuts will be made; and

Whereas, local communities budgets have been disproportionately affected; and

Whereas, the City of Allen Park could face severe cuts to basic services that we all take for granted, such as firefighting, rescue service personnel and police protection.  Crucial services such as trash pick-up and snow plowing on local streets could be reduced and/or eliminated, and parks and recreation programs could be eliminated as well; and

Whereas, without state funds, local government could be forced to hold millage elections to fill the financial holes, causing property tax increases that most homeowners and local elected officials oppose,

Now, Therefore Be It Resolved, that the City of Allen Park strongly urge the Governor and State Legislators to keep revenue sharing at its current level, and to return the funds that have been previously cut.

Be It Further Resolved, that the Governor and State Legislators should be aware of the fact that any additional revenue cuts will severely cripple the ability of Allen Park, and all other local communities throughout the state to provide basic and expected services.  This issue of great importance will be decided in Lansing in the next few weeks and the City of Allen Park urges the State Legislature to commit to PUTTING THEIR COMMUNITIES FIRST.

Resolved, to accept the Agreement in Concept between the City of Allen Park and the Allen Park Public Schools regarding   property exchange.

Resolved, that approval of the Ballot Language for the proposed Community Center   is given and that January 28, 2003 be set as the date of the election for the center and approval of the completion of the construction plans also be given.  (See attached)
