Council Minutes of June 24, 2003

Mayor King called the meeting to order at 7:30 p.m.  Roll Call showed present Councilpersons Babbage, Bowdell, Burtka, Rossman, Tertzag, Tucci and Mayor King.  Also present was City Attorney Kruse, City Administrator Welch and Anthony Rinna.

The Mayor presented the following retiring city employees with a plaque for their years of service:

7.                Leonard Trionfi, Foreman – Service Garage

Resolved, to concur with the City Administrator to secure the services of Bidnet for electronic web based purchasing and approval for the Mayor and City Clerk to sign such agreement.

Whereas, the home at 14585 Horger, Allen Park has been condemned by the City as a health hazard; and

Whereas, the owners hired a contractor to excavate the backyard sewer line; and

Whereas, the contractor excavated a hole to about 10’ deep and damaged the City’s main sewer line; and

Whereas, about 6’ of city sewer line was damaged, and the city had to make emergency repairs to the main and also repaired the lead from the house to the main; and

Whereas, the City had completed all repairs at taxpayer expense,

Now, Therefore Be It Resolved, that all costs for the repairs, removal of the contaminated soil, attorney costs and fees, and any other cost become a lien against the property until these costs have been repaid to the City of Allen Park,

Be It Further Resolved, that the contractor be investigated to determine if a permit was pulled    before he started work that caused substantial damage to city property, if no permit was pulled or if Miss Dig was not called prior to digging, negligence was pres3nt by the contractor and proper fines will be levied against the contractor and/or the owner of the premises as determined by the City Attorney.

Resolved, that the St. Frances Cabrini Dance Team be permitted to hold a “bottle drive” on June 27,2003 and that all fees are to be waived.

Resolved, that Nick Armelagos be retained, as Finance Department consultant on his current hourly rate on an as needed basis not to exceed thirty (30) hours.

Resolved, that the Mayor and Council approve Anthony Rinna to serve s interim Finance Director for the City of Allen Park and be paid the same hourly rate as the current Finance Director for the duration of the interim position.

Be It Further Resolved, that the Mayor and Council authorize the City Administrator to delegate the current responsibilities of Mr. Rinna as detailed in his memo of June 23, 2003 with no additional compensation.

Further, this change will begin July 3, 2003.
