Council Minutes of August 26, 2003

Mayor King called the me eting to order at 7:30 p.m.  Roll Call showed present Councilpersons Babbage, Bowdell, Burtka, Rossman, Tertzag, and Tucci.  Also present was City Attorney Kruse and City Administrator Welch.

Whereas, in 2001, the United States International Trade Commission investigated charges that foreign steel exporters were illegally dumping their products into the A me rican steel market; and

Whereas, this investigation resulted in the ITC finding that steel imports have caused serious harm to the do me stic steel industry and recom me nded that tariffs be leveled against certain exported steel products; and

Whereas, President George W. Bush accepted the ITC findings and imple me nted modified tariffs of 30%, 24% and 18% over a three year period; and

Whereas, the A me rican steel producers and United Steelworkers of A me rica have been using this three-year period to launch an aggressive restructuring of the steel industry.  Their efforts include industry consolidation, changing work rules, investing to upgrade technology and productivity, me eting the challenge of legacy costs and addressing global over capacity; and

Whereas, A me rican steel producers are just now beginning to reap the fruits of these efforts and are retiring the industry to strength and viability;

Therefore Be It Resolved that the Allen Park City Council goes on record as supporting the fight to save our steel industry;

Be It Further Resolved, that the Council would like to encourage the President of the United States to keep the steel tariffs in place to allow steel producers and the Union ti me to complete the industry’s restructuring,

Finally, Be It Resolved, that a copy of this Resolution be transmitted to the President of the United States and the United States International Trade Commission.

          Whereas, the approved Community Develop me nt Block Grant Sidewalk Replace me nt Project has been found to be impractical, as costs for sidewalk replace me nt would increase by the rules and policies set forth by HUD; and

          Whereas, Census Block Group 5761 has been recognized as an inco me eligible area; and

          Whereas, Riel Park serves the area of Block Group 5761; and

          Whereas, the existing playground equip me nt locate at Riel Park is in need of replace me nt;

          Therefore Be It Resolved, that the City of Allen Park request funds under project #03-01-03L Sidewalk Replace me nt in the amount of $43,000 be reprogram me d for use in the replace me nt of playground equip me nt at Riel Park.
