Council Minutes of September 8, 2003

 

Mayor King called the meeting to order at 7:30 p.m.  Roll Call showed present Councilpersons Babbage, Bowdell, Burtka, Rossman, Tertzag, Tucci and Mayor King.  Also present was City Attorney Kruse and City Administrator Welch.

Resolved, that Claims and Accounts in the amount of $931,184.70 be approved for payment.

Mayor King presented the Allen Park Late Bloomers Garden Club with a plaque in appreciation for their plantings at the Veterans Memorial in Champaign Park.

Resolved, that the requests for Block Parties on Luana (9/20/03), Meyer (9/20/03) and Balfour (9/13) and the request for a Bottle Drive   (APHA Huskies) be approved.

          Whereas, in 2001, the United States International Trade Commission investigated charges that foreign steel exporters were illegally dumping their products into the American steel market; and

          Whereas, this investigation resulted in the ITC finding that steel imports have caused serious harm to the domestic steel industry and recommended that tariffs be leveled against certain exported steel products; and

          Whereas, President George W. Bush accepted the ITC findings and implemented modified tariffs of 30%, 24% and 18% over a three-year period; and

          Whereas, the American steel producers and the United Steelworkers of America have been using this three-year period to launch and aggressive restructuring of the steel industry.  Their efforts include consolidation, changing work rules, investing to upgrade technology and productivity, meeting the challenge of legacy costs and addressing global over capacity; and

          Whereas, American steel producers are just now beginning to reap the fruits of these efforts and are returning the industry to strength an viability.

          Therefore, Be It Resolved that the Allen Park City Council goes on record as supporting the fight to save our steel industry.

          Be It Further Resolved, that the Council would like to encourage the President of the United States to keep the steel tariffs in place to allow steel producers and the Union time to complete the industry’s restructuring.

          Finally, Be It Resolved that a copy of this Resolution be transmitted to the President of the United States and United States International Trade Commission.

Resolved, that approval to bid for the Block Grant Project  #2002-01-03 “Handicap Compliancy Parks”.

Resolved, that the Mayor and Council appreciates the efforts of the Public Safety Commission and the Administration of the Police and Fire Department to ensure that our employees have the best equipment available in the most effective manner possible.

Therefore, the Mayor and Council concur with the recommendation of the City Administrator as follows:

          The cars currently driven by the Police Chief and Deputy Police Chief will be place into road patrol service the next time new patrol vehicles are needed.

          In addition, the Police and Fire Chief will review all future deployment of new vehicles purchase with the Public Safety Commission.

          The status of current administrative fire vehicles will be addressed with the Public Safety Commission at the time that there is a request to replace, reallocate or purchase of those vehicles.

          The Mayor and Council value the input of the Public Safety Commission and the Police and Fire Administration, however, the Mayor and Council maintain the sole right to approve, reject, overturn   or designate the purchase, use or replacement of vehicles or any other capital expenditure or other budget item.
